I do have doubts about all this governance, for the simple fact that hardly anything else is enforceable, anywhere, in Canada. Open hard drug use, soft drug use (yes pot is legal but not outdoors in all areas). Open consumption of alchohol. Myriad illegal acts in motor vehicles... the list is enormous. I believe it is impossible to endorse this because although there may be administration there is no enforcement.
