Assuming that the fish originated from a food store and not an aquarium shop, live tilapia usually come in poorish condition, then sitting in the sales aquaria they succumb to a lot of diseases....released into local waters, they stand a pretty decent chance of introducing some nasty pathogens into the native fish populations. It looks like this is possible, the eroded fins and red lesions are typical. Not often they sell live fish though, they will usually gut them at minimum.
