Any guesses as to why they operators jack the flows this time of year? This is the sort of thing that flooded P Flats parking last winter!

They're not jacked, look at the outflow from Bearspaw (around 36.88 m³/s) currently. I suspect its elevated due to the ice jam that is on the river that is either backflooding the site or ice is on the chart.
