You certainly can. You'll catch fish without the hackle, at times it won't be as effective as it would be tied full. The hackle gives movement and animation to it. Remember size, presentation and getting the fly to where the fish are, far out way whether it as hackle or not.

I rarely use hackle, most of the time I'll dub in a collar of dubbing (colour of your choice) and then brush it out a bit, same effect and much more variety of colours.

I quit using hackle on my prince nymphs years ago. When it comes to tying, If it catches use it! Patterns aren't set in stone, be creative, use what you have, don't me afraid to substitute, leave out or add! My only rules are tight wraps, good proportions and don't crowd the eye.

If you have ice dubbing that makes a really good substitute as well. I switched to using just a little bit of ice dub/ flashabou style dubbing many years ago, one bag will do thousands upon thousands of little nymphs if you're just using it for a hackle substitute. Gold, peacock, brown, white it all works.
