The federal reg is to just have them in the boat. Yeah, I saw one group pull their lifejackets off as soon as they passed under the 22x bridge on Saturday. Guess they figured there wouldn't be anyone else checking between there and the city limit. Quote

It is federal jurisdiction but the City can impose bylaws that are more restrictive but not less. So the Feds say it just has to be in the boat and the City says it has to be on the person therefore if you have it on you are still complying with Federal law. Quote
