Yes, WIN card is/was required, too. (When I fished the Bow.) He will not get the WIN card (took me couple of month to arrive to Europe ), but proof of purchase. He might get better deal buying an annual license (if he stays longer or plan to go back during the season). Quote

It he/she is from elsewhere in Canada, then the only option is an annual licence ($25.66 + GST). Otherwise, if not a Canadian citizen, then there are the options of one-day and five-day licences.
