On its face, this statement certainly makes no sense--why would increasing access "spread out" the fishing effort and "surely improve fish survival" when most of the fishing occurs in a pretty standard stretch of the river, anyway?

Quite peculiar that the access management plan (at least if you read the actual plan) mentions so many data deficiencies except that fishing might be a potentially important stressor given the recent knowledge of the trout declines...Fishing for votes before the upcoming election cycle?
